A year ago, Julia Moen, a friend and coworker was murdered by her ex
boyfriend. He had two criminal convictions for assault on previous girl friends,
a ten year firearms ban and a lifetime firearms ban. He lied about the charges
to Julia. He never told her about the firearms ban.
Therefore we'd like to see a website maintained by the federal government. It
would allow anyone to search on the first letter of your first name and the last
name. It would return a photo, age (not birth date) and a brief description of
each of the violent offences and firearms bans.
This information would be publicly accessible for a period set by a judge when
convicting someone or for the duration of the firearm ban. This would be in
effect only for violent offences, one criminal harassment conviction or for offences
involving the vulnerable, ie home renovation scam artists, tele marketers and
such.
Clearly this would require changes to the Privacy Act. And possibly other laws.
Also some agency would have to be responsible for updating this information and
thus budgets increased. We also realize this will be a five or ten year effort
to have this passed by Canada's Parliament.
